Fender - Vintage Steel Fenders CCM?

This is a NOS  set of uninstalled vintage white bicycle fenders. I received them in the original paper wrap and since rewrapped them. They have a few chips from being knocked around for several decades but no rust or damage. I am not sure of the manufacture or intended bicycle. The front has a very nice chrome tip. They are drilled for stays and a rear reflector (not included). Look to be ideally suited for a 26 x 1 3/8 (590 - EA3) Canadian sized wheel and tire. Fenders only; not hardware or stays included. Shown in the photo are the various profiles and mounting holes. Also has a small bevel or chamfer where the front fender mounts beneath the fork crown.
